• The European Union has funds, such as Horizon Europe.
• Individual countries also have funding agencies. Deutsche Forschungsgemeinschaft, Agence Nationale de la Recherche, etc.
• The NLnet Foundation has various funding programmes, and you can also make a proposal (https://nlnet.nl/propose/). Seems they are opening big programmes specifically towards "Open Internet Stack" stuff!
